KiwiSaver enhancements. How about less tax on the growth in KiwiSaver accounts, or no tax until withdrawal, so investing in funds is more appealing than home ownership. Many banks offer online calculators and young renters can quickly see, if they are disciplined savers, that they can literally save several million dollars. Makes you wonder why you would want to own a house.
