There's an old saying about how Wellington's property market needs a Labour government for prices to rise because the bureaucracy tends to grow under Labour and shrink under National.  

A similar saying could perhaps be applied to state owned Kiwibank given it may now need a change of government to be able to source enough capital for meaningful growth.
