Christchurch Casino has admitted all seven causes of action in the Department of Internal Affairs (DIA)’s amended statement of claim alleging breaches of AML/CFT (Anti Money Laundering and Countering the Financing of Terrorism) legislation and has agreed to recommend that the High Court imposes a penalty of $5.06 million.

DIA conducted an investigation into Christchurch Casino’s AML/CFT compliance between May 2023 and September 2024, and found the casino had breached a number of its obligations under the Act.

DIA found that between December 2018 and December 2023 the casino had failed to establish, implement and maintain a compliant AML/CFT compliance programme, adequately monitor accounts, conduct compliant enhanced customer due diligence, terminate existing business relationships when required, and keep records as required by the Act.

Serge Sablyak, Director of DIA's AML/CFT Group, said Christchurch Casino is not alleged to have been directly involved in money laundering or the financing of terrorism.

Christchurch Casino is owned by Skyline Enterprises Ltd.
