European fintech firm Revolut says the Commerce Commission’s banking study, set to probe whether New Zealand's banking sector, is competitive “is why we are coming into the market”.
The fintech officially launches its New Zealand operation on Monday, with more than 26,000 people signing up for its waitlist already able to access its systems. However, a personal finance commentator is sounding an alarm, concerned it doesn’t offer enough fraud protection.
Revolut is a digital banking app headquarted in the United Kingdom, which allows users to quickly sign up, load money to their account and then make payments.
Revolut has become known for currency exchange and as a travel/money app, with customers able to lock in currency rates, make peer-to-peer payments and transfer crypto currencies. It launched in Australia in 2020.
It offers fee-free currency exchange for payments to other Revolut users or within NZ, and says New Zealanders could have saved an estimated $43.2 million on foreign exchange remittance fees on about $1.4 billion in personal remittances in 2022.
The "remittance" corridor between Australia and New Zealand, where people send money to friends and family, will be a key, popular feature for New Zealand users, the firm says.
New Zealand users of the new payments technology firm will need only a passport or drivers licence, and they can be up and running with a Revolut account in under five minutes.
Once you’ve set up an account, you're able to add money in via an external bank transfer, or you can add money to your Revolut account through a card lodged on Apple or Google Pay. To put money from a New Zealand debit card through to Revolut has no charge, but NZ-issued credit cards will attract an up to 1% of the transaction amount fee. You can withdraw money from ATMs using a Revolut card for up to $350 a month with no charge.
Once the account is set up, a Revolut customer can order a physical card (it is partnering with Visa to roll out in NZ) or you can order a virtual card, they can be added to Apple Pay and Google Pay and be instantly used, the fintech says. The first card is free, with subsequent cards costing $8.99, with both attracting a standard delivery fee of $9.99. If you lose a card, or believe it has been compromised, they can be instantly frozen or cancelled by users through the app. If you were travelling and lost your card, for example, Revolut allowed a quick and painless way to remove the card from circulation, and get spending again, the firm says.
Revolut flagged it would launch in New Zealand earlier this year. Australia and New Zealand chief executive Matt Baxby says the timing is ideal now with the Government kicking off its banking market study and New Zealanders ramping up international travel.
“We don't have enough competition, and we don't think there's been enough innovation around the proposition [of banking] itself.”

Baxby says Revolut has had a “real impact” on competition in the markets it had launched in.
In Ireland, for example, he said two-out-of-three adults now use Revolut, and in Australia it had attracted more than 320,000 customers “in a couple of years”. Reporting from the Irish Times shows Revolut now had about two million customers in Ireland.
Revolut is not a registered bank in New Zealand, but has a European Central Bank licence which allows it to offer a range of products, but is limited as it doesn’t have a full regulatory pass to offer complete banking services such as mortgages.
The bank, which was granted a banking licence by its regulator in Lithuania, has been trying to become a registered bank in the United Kingdom so it can broaden what it offers, but has faced hurdles including a late, unflattering report from its financial auditor BDO which said issues with Revolut’s IT practices meant much of its revenue “could not be verified with total satisfaction”.
It is currently waiting to find out whether it will be successful in its UK banking application.
Baxby says there is nothing in the New Zealand market that looks like Revolut. He says there is a lot of work to be done in New Zealand to catch up in terms of banking innovation, including real-time payments.
In May, Payments NZ, which oversees the payments system and is owned by NZ banks, introduced seven-day-a-week payments. But not real-time payments.
Baxby says platforms such as Revolut which offer real-time payments, become "enablers for the economy and for consumers, speeding up the rate of commerce".
"I think there's some real productivity gains that can be to be had across industries."
In Australia, for example, the adoption of a new payments system Payto – or real-time direct debit payments – had accelerated commerce, Baxby says.
"I think they'd be a few of the areas where there's a little bit of catching up to do in New Zealand, and again, part of what we think we can bring to the market is bridging some of those more antiquated systems."
What could a New Zealand Revolut user look like? Baxby said its users tended to be younger, are used to using their phone to manage their lives, and the obvious segment for the fintech is young travellers – New Zealanders are prolific travellers, Baxby says.
As well as payments, Revolut offers budgeting tools, and ways to save and track all spending "in one seamless digital location".
Baxby points to its success in Ireland as a potential forerunner for how Revolut could work in New Zealand. Ireland's not dissimilar to New Zealand, Baxby says, with a small population being served by traditional banks not doing much to innovate.
Now, Revolut had about 2 million Irish customers and it was their primary bank, he says.
“I think it shows with the right offering you can get a broad cross section [of customers].”
Too easy to use?
Revolut has its critics. In New Zealand, personal finance commentator Janine Starks has said a rapid, money transfer system like Revolut without a banking licence “attracts young people like flies”. The offer of multi-currency vaults and crypto currency "combined with soft banking laws, we will have even more fraud”.
It uses marketing that is appealing to young people, and had offered sign-up bonuses to incentivise spreading the word about it.
The fintech’s launch comes at the same time as a wave of media reports about rising financial frauds against New Zealanders. The Ministry of Justice recently released its Crime Victim Survey, which found that between November 2021 and November 2022 fraud and deception crimes increased 77% from 288,000 in the previous period to 510,000. Fraud and deceptions crimes were now the most common crime against New Zealanders.
In February, the Irish Times reported Ireland's Financial Services and Pensions Ombudsman was dealing with a rising number of complaints related to Revolut and phishing scams, were people were tricked into divulging account information such as pins so scammers could access their accounts, with funds stolen then placed into crypto accounts.
It is the ease to make real-time payments, and potentially shift money fraudulently gained from Revolut accounts into virtually untraceable crypto accounts, for example, that has some concerned.
Baxby says a focus on customer security started as soon as someone was using Revolut. The firm has a strong customer due diligence process to ensure it knows the people it's onboarding with an account, he says. Revolut has transaction monitoring systems to ensure any payments are being made by the customer themselves and has automatic systems in place to stop instances where a card may be stolen. All data and transactions are encrypted and it offers biometric and two-factor fraud detection.
Baxby says he spent 15 years in banking prior to joining Revolut and, "I've never seen technology used in the way it's used at Revolute to ensure that we're right on top of any suspicious activities as soon as it's detected".
Customers can instantly freeze cards they think may have been compromised, notifications are done in real-time so people are aware when their money is being spent, and people making transfers will see a number of warnings and screens before a transaction goes through, Baxby says.
"The starting point is keeping our customers and their money safe."
Baxby says in a number of instances, Revolut saw banks falling behind in terms of the level of security that they offer, and some may have underinvested in some of those components.
"My counter to that [criticism] would be actually I think, for a company like Revolut, bringing the level of sophistication, 6000 people globally, and the technology to back it up, I think customers are as well, if not better protected, than [by] the incumbents."
The fintech has also been under fire for poor customer service.
Revolut says it has real people manning its chatbot and offers 24-7 customer service, and has crunched the data and found on average it responds to customer queries in under three minutes "which is faster than high street banks".
"They are real people in our in-app chat. In some cases, we have our actual team who have picked up the phone to our customers. However this is case-by-case. To begin with, customers are met with a real person in the app chat," Revolut says.

Crypto wallets and transactions between them are literally visible to anyone in the world who wants to look. Try doing this with cash.

The subtext of what they're saying is, "We're unwilling to pivot our antiquated solutions for auditing to keep up with 21st century technology. We therefore present this objectively more transparent technology as 'bad' in the hope we won't have to do actually anything about it. It's those immoral users of crypto who are at fault, not us because we couldn't keep up with them."

It is actually a pertinent subject; as money becomes more digital, you will lose an increasing amount of fiscal anonymity.
In Lebanon, the size of the grey economy is booming, but it's booming in trade using USD first and foremost. In theory, that should comprise of more crypto, but it's not. The people appear to have taken the most discrete option to operate outside of the state's eyes.

I wouldn't try and transfer my life savings. Had enough trouble years ago with an established forex transfer company with a transfer from NZ to UK when I explicitly specified certain intermediaries required by the destination bank. Customer staff trained to obfuscate and after escalation supplied me the Swift message details which took me time to find out all the Swift message fields and what they meant. That's where I found out they had used the wrong intermediary and ended up with their help in Oz who sorted it out. Once they had woken up to their mistake and followed the correct route the transfer and subsequent ones went through smoothly as they had loaded the correct info into their system.
I'm currently overseas for a month travelling in oz & SE Asia. So far Wise is working faultlessly. The 15 minute online application process was also seamless including virtual debit card & my plastic card arrived in 5 days via DHL.
Have free local bank accounts in major countries is also a bonus.
Such a product only exists to rinse tax, and as a vote of no trust in the global transfer and banking system.
The force to avoid tax is strong. Look at the cash economy in India, and the length speculators go locally to avoid tax in NZ. For a global digital anything to become dominant, cash and portable valuables (gold coins etc) would have to be eliminated. The subsequent rise in the barter economy would need constant and significant increase in funding to police.

- Save on fx charges while transferring from NZ to other countries. My transfers to the countries I use take seconds to arrive.
- I cut up one of my NZ bank provided credit card years ago, and use the Wise card.
- When I pay or buy an item online, the wise system is more secure versus what my bank use. Annoying at times, but this is to protect us/the account holder.
- Highly recommended.

Took ANZ Visa with me and advised them of entire itinerary before I left. First time I tried to use card (for relatively small purchase) was asked for security code. It eventually arrived 30min later by txt by which time payment was lost. I called ANZ and told to expect 5 - 10 min wait. After waiting an hour I hung up.
luckily I also have Wise card and account and it has been flawless. Not only faster, better and cheaper I get a message after every purchase confirming last transaction and remaining balance. Brilliant service.
