UPDATED: Government unveils Covid-19 plan for when 90% vaccination target is reached; More support for businesses and low-income earners available in the interim

New Zealand's vaccination rate will need to reach 90% for the country to move to a new Covid-19 framework. 

The Government on Friday unveiled what this 'Covid-19 Protection Framework' will look like. Here is a summary (click on the magnifying glass to zoom in):

Auckland will move to the red level of the framework once 90% of the eligible population across all three of the region's district health boards are fully vaccinated/have had two doses of the vaccine. 

The rest of New Zealand will move to orange once that 90% target has been reached across all district health boards.

However, Prime Minister Jacinda Ardern said the Government would consider moving the South Island to the new framework, should it hit 90% before the North Island. 

She didn't put a date on when travel in and out of Auckland would be able to resume. 

89% of eligible Aucklanders have had one dose of the vaccine; 74% have had two. Nationwide, 86% of the eligible population has had one dose and 69% two doses. 

Key features of new framework

Under the new framework lockdowns may still be used. While the Government says they will be "localised", it's also keeping the door open to "wider lockdowns, similar to measures in Alert Level 3 or 4".

A key feature of the new framework is that it uses vaccination certificates. Bars, restaurants, retailers, gyms, churches, and close-contact businesses will be able to operate under looser restrictions if they choose to require people who come onto their premises to present their vaccine certificate to prove they have been double-vaxxed. 

Presenting vaccination certificates will be mandatory in high-risk settings like music festivals and big events. People won't need to present certificates to access basic services like supermarkets and pharmacies, and there will be exemptions for people who can't get vaccinated. 

The Government will consider the following factors when considering shifts between traffic light colours: vaccination coverage, health system capacity, testing, contact tracing and case management capacity, levels of community transmission, and the impact on key populations. 

Financial support for businesses

Businesses across the country will be able to continue to access the Wage Subsidy while Auckland remains at Level 3. 

Businesses across the country will also be able to continue to access the Resurgence Support Payment, which is available to businesses affected by Level 2, 3 or 4 restrictions.

But from November 12, the rate of this payment will double to $3000 per business plus $800 per fully time employee, up to 50 employees. The payment will be made available fortnightly.

Once Auckland moves to the new framework, the Resurgence Support Payment will be stopped nationwide. But, the Government has decided in principle to make some sort of transition payment available at this time. 

The Government will next month decide what sort of financial support will be available when the new framework is in force. 

Finance Minister Grant Robertson expected the Wage Subsidy and Resurgence Support Payment to be "reworked to a new targeted payment" that will be available at the red level of the new framework. 

Separately, Auckland businesses will be able to apply for up to $3000 worth of advice and planning support, and then $4000 to implement that advice through the established Regional Business Partners programme. 

Financial support for low-income earners

The Government is temporarily broadening the criteria for Hardship Support, so more people are eligible. 

A single person who works 40 hours a week and earns the minimum wage will be able to receive this support. Previously their income would've been deemed too high. 

The Ministry of Social Development expects to see an extra 25,000 grants paid to those in need. 

The additional support will only be available between November 1 and February 28. 

This policy is expected to cost $38 million.

The Government expects to spend $940 million per fortnight on Wage Subsidies and the enhanced Resurgence Support Payment. Since the start of this Delta outbreak, businesses have received $4.8 billion in government support.

Thx for the link.  It doesn't say anything about vaccine side-effects, but data indicating vaccinated over 30s are more likely than the unvaccinated to be infected is a bit disturbing.  I wonder if the stats nerds will be able to explain that away?

The most logical explanation is that the remaining anti-vaxxers in the UK have already survived Covid and have natural immunity. Which, yes, is better than vaccine immunity, if you don't die in the process of getting it.

There is a huge amount of middle ground we can choose between 'EVERYONE MUST DIE' and 'NO ONE CAN DIE'.

Opening up to lvl 2 now does not = GUARANTEED DEATH!!

You increase the minor risk of contacting the virus, and then face the minor risk of a bad health outcome, which is largely mitigated via vaccine.

Those compromised will need to say locked up forever no matter what, but thats a personal choice you should be able to make.

I lived in the UK for many years, GFC & through the initial Brexit vote.  Same thing will happen here. 

After the big money printer exercise & after covid becomes 'normal' we will next be subjected to 'austerity', that will be coupled with pumping immigration again to make up for lack of natural growth.  If we can't afford world class infrastructure now, we certainly wont be buying it in 5 years either.

Is it just me or does this mean that if Christchurch were to get to 90% double vaccinated we would move to “Red” and lose freedoms (hospitality currently does not have a 100 person limit in the South Island)?

In fact given that vaccination certificates are not being used (because they are not available) getting to 90% double vaccinated would mean less freedoms at “Green” than at present. Time to campaign against vaccinating in the South Island?

Problem is they where under pressure to provide a plan for getting out of lockdown, but needed more time to get a plan ready, so have pushed it out earlier than what they where wanted to.

Do you really think we are going to "open up" if we reach this "target"? It's two to five months away before we might get to this target, the Government is going to have plenty of time to modify the levels if they want to. Right now both red and orange are more strict than level 2 and a couple of changes to red might make it barely better than level 3.

Look at this for what it really is the Goverment not being willing to open up Auckland and being able to blame someone else for it. (Looks like it's working)

I voted for them the first time around too, and regretted it  soon after... But I think I regretted my vote just about every time the last 20 years! And I voted for every party there is. Just stupidly thinking something, however small, might be turning to the better with respect to housing, too much easy bank credit, or health, education and immigration systems. You come to the realisation you have to start taking responsibility and consequences within your own family and let the circles ripple outwards, not the other way around.

Having said that, you better start thinking on your own and stop believing the vaccination is our sole salvation. It never was! But so many people have fallen for it. Now we have to face the issues of vaccine injury reporting being suppressed or highly discouraged. Doctors persecuted for nothing but raising valid questions about the true safety of mRNA. What else...? Stop letting a government run roughshod over basic human rights, how is that for a novel idea?

You do realise that in the South Island getting to 90% double vaccinated means that even with vaccine certificates gatherings of over 100 people will no longer be allowed (at “red”). Even at green those in rural areas or without the ability to process vaccine certificates (network outage?) will no longer be allowed gatherings of over 100.

Absolutely terrible! By the time the DHBs are at 90% (which I don’t think will happen) it will be time for boosters. No normalcy until every one has had boosters. Throwing everything at only vaccine levels to hide their own incompetence on hospitals, their incompetence in able to manage an outbreak. Increase the wage subsidy then next year increase taxes to pay the severe debt. I’m in Auckland and I can’t take anymore of this garbage. These experts advising the government need to be fired. Then this government needs to be fired. We are their boss remember.

That is why important things such as constitutions, that usually enshrine human rights, Nuremberg Code an such critical cornerstones of a free society require a 2/3 majority which is very hard to achieve in any country and under any system.

Not only is it a totally unrealistic target, it is a cynical & duplicitous tactic to furnish the delay the government wants with regard to opening the border as well as playing for time in general. They know full well 90% across the board is unachievable but it provides a smokescreen to cover up the fact that  they are aware that politically they will be destroyed as soon as Delta overwhelms hospital services.They are thus taking a rearguard action to try and save their own bacon. Fully vaccinated. Theoretically this could happen 3 weeks after 90% is reached but it's going to take some serious coercion to get it before Christmas.

I would think you would need to see >92-95% first vax before 90% full vax will occur, there will be some who won't get the second dose.

Aus are ok with 70%, but we need 90%, which means they have 3x as many unvaccinated, which kind of implies they have 3x spare hospital capacity than us. How did our health system get this bad, 3x worse than similar countries is atrocious! And you can't just blame National, its not like Labour have started to build any hospitals have they?

The health system under Helen Clark deteriorated so much, then even more under Key, then even more under Arden. I know Labour party and labour supporter love to blame National and vice versa, but it is very clear that both parties have failed on care, education and housing affordability. And if you look at hard data, Labour has done worse than National on all these fronts! it seems that it is a race to the bottom at the moment.

Here's a clear statement :

"we will extended Auckland Lvl 3 lockdown until the 1st of December.  The rest of the country will stay on level 2 until the 1st of December. This is a hard date that will not be moved."

"On the 1st of December we will move to our new vaccine passport system for the whole of the country.  This will enable level 2-style freedom for those vaccinated, or medically unable to do so"

"It is now your responsibility to get vaccinated"

"On the 1st of December we will open borders.  All kiwis who are vaccinated and provide a negative test on departure will self isolate for 1 week.  Note that the border remains closed for all non-residents"

"the nature of this virus is means that we will likely need to adjust our expectations towards living with this virus.  No one wants to be locked down, though increasing freedoms will result more case numbers and likely more deaths. Was there any information given about the "mechanics" of how this Papers Please system will work?

e.g. will it just be a case of businesses having to put up a QR code type poster (like we do now for the tracer app) where you scan your pass? 

Or will it be some system that has to have each entrant to a venue individually checked by a bouncer/security guard/staff member?

What are the penalties to businesses for non-enforcement?

What are the penalties to individuals for non-compliance?

What is the "end game" here as well? Will we be doing this for the rest of our lives (I'm sure some of the Covid-obsessed weirdos I know would love it) or is there some "less-than-green" setting where we can finally get back to normal? 

All I can say is I'm glad I don't operate a hospitality or retail business, and that I prefer to do all my shopping online.

My interpretation.

Every DHB must get to 90%. oh wait, no hang on two minutes later....Auckland will be seperate....oh and another minute or two later....so will the south island.

Everyone is stuck in level 2/3 until at least the 29th November. Cunning way to announce 4 more weeks of lockdown for Auckland.

But then... PM guarantees that Auckland will be open for Christmas. So um, why bother. Just hold out until Christmas and everything is Awesome!

For those currently in L2, Orange doesn't really change much (even green based on observations outside right now) so no real incentive to vaccinate. More so given most summer activities have already been cancelled.

No Hard borders. So if my DHB isn't at 90%, just head to somewhere that is.

Lot of support for Business, still none for the actual humans who can vote. Maybe we could inject the Companies register full of vaccine and get to 90% that way.

The reality is hardcore anti-vaxxers are maybe 1-2% of the population, 10% are just lazy/ignorant/apathetic and the remaining few percent are pro freedom.

You wont convince the former and the latter to get vaccinated, you have a chance with the middle group, but abusing them and ridiculing them is unlikely to help.

Current evidence is suggesting it is overwhelmingly safe. Long term studies (i.e. whole of life) are almost never done on anything medical before release. Most commonly accepted vaccines are still in the first generation of use,.

Medicine is primarily trial and error. Treatments are always chaning.

The only surefire way to help yourself, is to eat right, exercise, and don't take unneccessary risks.

I know a few people that are holding out because there is no longer term data. But they're not asking for whole of life data, simply 3-5 years. One of them is a family member who is a research fellow in epidemiology/population health and who is involved in one of the studies looking at longer term outcomes from the covid-19 vaccines.

Extremely disappointed with this announcement. No firm dates, no mandates just more of the same. When will this govt realise they are not going to get the anti vaxx/vaxx hesitant onboard without mandates and a firm date for opening up? By my calcs at best the country will get to 90% in early mid Dec but that relies on 420,000 people who have not been jabbed to date changing their minds and getting on board. They need to start taking action that will improve the likelihood that this will happen. In the meantime as a small business owner I am now staring down the barrel of letting go of staff. This breaks my heart but I feel I am being left with no other choice.

One question. This is based on Percentages. What happens if/when kids become eligible? Our percentages will drop do we then move to red?

Also, anyone else notice the percentages changed a lot since a few days ago, with minimal first doses being given. Methinks some assumptions around eligible population will change quite a bit between now and 29/11/2021.

That is an important question, a very important one. Remember the current Government are doing a review on our democracy that includes the question of lengthening our electoral terms. 

Legally I don't believe there is other than the possibility of a very large petition being presented to the Governor General to remove them. I am not sure the law actually supports this but a constitutional lawyer could answer that. But the numbers required on the petition would have to be around to 50% of the electorate I suggest to even get anyone to seriously consider it.

Democracy is about being accountable to the people, and our politicians for several generations of Governments have all been about making it less accountable. Entrenching their power and privilege.

Portugal is a world leader in vaccinations, with 86% of its TOTAL population fully vaccinated (2 doses).

Of those ELIGIBLE for vaccination (everyone over 12 like here), 98% have been vaccinated.

Talking about 90% vaccination and now that is about to reach so now outlining only movement within the city and have not yet considered or know how and what to do about domestic travel within NZ and if have no idea about domestic travel - forget international travel as was expecting for vaccinated people as it is in NSW.

Though have said that will open up international travel in first quarter of 2022 but seems doubtful as they are very well aware of faulty health system and is to cover that are implementing travel restriction rather than protecting people.

Yes Interest is about Finance, but given we are seeing the biggest financial reponse in history to this virus, I think a few new topic specific posters are more than welcome to provide additional thoughts.

Also, full credit to Interest.co.nz. They have rightfully developed a reputation as one of the better news sites in NZ, and are growing accordingly. This in turn will attract more generic commenters. So a lot of accounts will be new and a lot of opinions may be different to the traditional ones we are used to seeing.

I can't speak for this specific poster, but don't assume specific posts/people are always bots/political spam. Sometimes it is just the sign of a wider change in mood (i.e. Brexit Happened, and so did Trump)

Those with short memories cannot remember that this government said there was "No more money" to pay wage increases to help retain skilled doctors and nurses and yet they are now wasting billions paying people to sit at home. We have one of the lowest ICU bed counts in the western word by head of population so we are in deep shit now. OK, well they've given the business lobby groups what they've been calling for - the ability to legally require staff/customers to be vaccinated or, at least, to act differently towards or exclude those who are not vaccinated.

I suspect that, once people wrap their heads around the implications, these announcement are likely to be a pretty good incentive for many of the remaining unvaccinated to get vaccinated.  Interesting times.

As an Auck-based, retail business owner, I'm looking forward to getting out of Lvl 3 for the business' sake, and across the Auck-Waikato border to see family!  Just hope it comes sooner rather than later - the end of Nov seems a long time away.

Get vaccinated, folks.  I got vaccinated for myself, my family and for you - you too benefit from my action.  Will you do us all a solid and get vaccinated for those around you, if not for yourself?

So I voted for Labour last election based on the Covid response. But this today misses the mark and I can’t in good conscience support it. Here’s a few thoughts: 
 

1. Logistics -  I have no idea how this will work. I can see how to do it for bars and big events (bouncers/security) but coffee shops, retail? It just seems unfathomable to have a bouncer checking you on your way in for a flat white. Not to mention businesses will suffer as people won’t want to go out. Liquor stores will do a roaring trade though as people just have house parties because they don’t want to deal with the hassle.
 

2. Reasoning - I know the Government wants more jabs and I understand why but this feels like a bait and switch. You can see a lot of non compliance coming then they will release the restrictions when they feel the need to for the polls as people won’t follow the rules (just like level 4). Or they will have to eat crow when not all of the DHBs hit the numbers. 
 

3. Risk/Control - Given the effectiveness of the vaccine in preventing serious illness this level of control is draconian to say the least. 
 

4. Personal choice - Many will not get vaccinated and they understand the risk that they may die. That’s OK. That’s their choice and they have had ample opportunity and outreach to try and educate them.  
 

Overall I was just disappointed with today as the balance is not there. This will force many offshore again to countries with more freedoms but similar levels of risk and the debt/costs of propping up zombie companies will be paid for by generations to come.

There's zero incentive for the recalcitrant DHBs to be vaccinated under the current system. Given how much further ahead Auckland is, it only makes sense to flip the current approach on its head, and immediately lock down places like Tairawhiti and Northland. What happened to the previous set of plans to slowly open up? The next phase was going to be retail excl hospitality, it sounded like that was meant to have happened by now. Have they even mentioned that this is no longer the case? And primary schools were going back after the holidays (last week), are they now waiting until 90%? 

Why the sudden all or nothing approach? The bars and stadiums will open at the same time as the schools and shops and hairdressers. Surely some of those are more important than others?

They are under increasing pressure to open up, but are not in a position to accept doing so.  Either they genuinely believe we cannot accept any deaths, or are that worried about the state of our health system.

whatever the reason, public opinion is moving faster than their ability to introduce plan B, so they meet this by announcing new plans and announcements.

But really for Auckland, whats changed? You are still locked in your home.  

In practice they have just effectively extended lvl 3 in Auckland by 6 weeks.

More changes expected over the next few weeks as the mood continues to sour.

Anyone else here with young kids? At this rate they will go back to school next year.

Its probably more than 6 weeks:

  • Min 4 weeks for Manukau to go from 86% to 90% (currently seems about 1% a week). If they ever get there.
  • Min 3 weeks for them to all get second jab (unlikely they all will in 3 weeks)
  • 2 weeks post 2nd jab to be called "vaccinated"
  • Total: 9 weeks minimum (24th December)

Am I reading it right that the Wage subsidy and resurgence payment only apply to Aucklanders and some of Waikato (/ L3) ?

Probably wasn't a good idea for my husband and I to settle on a small tourism business in Northland 2 weeks before starting this latest lockdown eh. No Aucklanders, no cashflow.

Oh well, it seemed like a good idea at the time!

Wow. Some of these comments look like proud boys group chat. For those who are throwing their toys, go ahead and tell me your alternative system. In full, comprehensive detail - not a half-baked Collinsesque "open our borders! Save our businesses!” that feels good and whips up righteous anger, but avoids having to deal with the catastrophe afterwards were it actually enacted, à la the UK. And then please submit it to Govt and MOH, I'm sure they'll appreciate your insight.

No, valid criticism. Take a look beyond your own existence and see thousands of low income families doing it tough with no end in sight, people waiting for deferred medical care and seniors walled off away from their loved ones in retirenment villages. 

And then, once you've opened your eyes to this, tell me with a straight face the government has not made a single mistake that you could criticise them for without being dismissed as a whinging boomer. Otherwise, take your tedious tribalism elsewhere.

Simple isn't it. Get vaccinated (It is proven to reduce hospitalisation and mortality). If you are at risk, then take precautions, it is not the rest of the countries job to ensure you are 100% safe.

Life's full of risk pigeoynbox, if some people don't want vax, that's there decision, but don't punish rest of NZ, we done our bit, but now that's not good enough. Pathetic, maybe of all government workers went on 20% wages they feel the same, and all superannuation payment cut by 50%.

How about 88% vax? Or maybe 85%? Why 90% (and that is just to get to red for gods sakes). 90% will be at least 4 weeks longer lockdown than 85%. And if they stopped lockdown at 85%, it would still take a while for case numbers to increase, so we would probably still get to almost 90% before the case numbers started getting high. 

The UK is largely open at less than 80%, personally I would prefer to be there right now, for the first time since this pandemic began.

latest data there are 30 Districts with first dose below 80%. 98,000 1st and second doses needed to get them to 90%. Another 30 districts between 80 and 90% first dose. 88,000 1st and second doses need to get them to 90% fully vaccinated.

So how many weeks to convince 186,000 already recalcitrant  people to get the vaccine ? Then add another 3 weeks to that to allow for 2nd dose. They are going to spend 120 million to accelerate Maori vaccination.

They could pay all those 186000 people $1000 each after 2nd dose and get it done probably in 6 weeks from now. Cost $186 million. Incentive being if you are left in the remaining 10%. No money for you and a stink life to match because you will be locked out of fun for the foreseeable future.
